Tests Conducted Under USDA Regulations
Data is provided by the Animal and Plant Health Inspection Service (APHIS). Complete information concerning permits, notifications, interstate movements, and petitions for deregulation is also available there.

The database may be searched by one or more categories. For each category chosen, you can select a specific item or items from a list, or specify a value. To include all records in a category, simply do not choose that particular category to search and all records in it will automatically be selected. Please do not try to retrieve the entire database; it is too large to be useful. The search program is preset to abandon searches after a certain time so that resources are not tied up for an inordinate amount of time.
One of the best ways to limit the number of records downloaded in a search request is to specify successive date ranges. For instance, select your other search criteria and specify a range of dates "since: 1/1/97" and "prior to: 1/1/98", etc. You can also specify an APHIS Number "97" (or "97-") to retrieve all records for 1997 (See APHIS number below).


Definitions
You can click on each column heading for more information about that item. Column headings are repeated throughout the list. Column definitions are listed below.

Organism - the common name of the host, or genetically modified organism, for which data is available. APHIS calls this the "regulated article".

Field Test Permits Currently in Effect - Under both the traditional permitting process and the streamlined Notification process, field test permits are granted for a specified period of time. Under notifications, the length of time appears in the "Full Record" view for permits meeting your search criteria. Under the traditional process, permits are granted for 13 months, as far as we can determine. Institutions can apply for an extension.

Phenotype/Phenotype Category - the nature of the introduced trait. Each is assigned a two-letter code which describes the category into which the trait falls, as determined by the Animal and Plant Health Inspection Service (APHIS):

GC - Genetic Containment HT - Herbicide Tolerance IR - Insect Resistance
MG - Marker Gene OO - Other PQ - Product Quality
SM - Selectable Marker VR - Virus Resistance

Gene - the name of the introduced gene. Search results will indicate if the gene is used as a selectable marker (/SM)


Institution - the entity that applied for the permit.
Several mergers have occurred since the origin of this database. Below is a list of company names as they appear in the database; the current parent company is in bold. For a thorough search of a parent company's records, you may want to multiple-select all of the subsidiaries (see directions for multiple selections on the second search page.) Data is current as of March 2002.

Location - the state(s) where the site(s) of the field test(s) are located, including multi-state and multi-site tests. A permit can be issued for several locations in different states, each of which may consist of several sites. Permit applications that include movement (RM) may list a state more than once for movements and field trials. Contact APHIS/BRS for more information, if necessary. Not relevant to Petitions for Deregulation.

Status
Permits are classified as Issued, Pending, or Withdrawn. The issue date is given if the application was approved. If a notification application is approved, the permit becomes effective 30 days after it is received.

Notifications are classified as Acknowledged, Pending, Denied, Void, or Withdrawn. Notifications become effective 30 days from Acknowledgement.

For practical purposes, there is no difference between full permits and notifications, or Issued (permits) and Acknowledged (notifications).

Petitions for Deregulation are classified as Approved, Pending, Incomplete, Void, or Withdrawn.

APHIS Number - A reference number assigned by APHIS.
R refers to a Permit application,
N refers to a Notification application,
RM refers to a Notification application that includes a movement application,
P refers to a Petition for Deregulation, provided in a different ISB database, located here.

A single APHIS number, or range of APHIS numbers may be used as a search key. Records are numbered yy-day-## or yy-day-1##, where:
yy = year;
day = day of the year (001 to 366);
## = the nth permit received that day, or
1## indicates the permit/notification application was submitted electronically.
For instance, 07-032-01N is a notification application received in 2007, on the 32 day of the year, and was the first permit application received that day. 07-032-101N indicates the same information but the notification application was submitted electronically.
To find a range, enter enough characters to define the scope you want. For instance, 92 will find all permits for 1992; 96-001 will find all permits for the first day of 1996, 06-244-02 refers to the second permit received on the 244th day of 2006.

NOTE: Records of field tests conducted under permit (except for Renewals) and Petitions for Deregulation have an Environmental Assessment document that may be accessed for viewing onscreen or downloaded. Many of these EAs are 20 pages or more, and can be either downloaded for printing locally in text or Wordperfect format, or viewed as HTML web documents.

Date Information

Receive Date - the date (or range of dates) when the application was received by APHIS. This is the date that is searched when Date/Range is chosen in the search criteria. The search will retrieve all records received since the date and prior to the date you specify.
The default "since:" date is the received date of the earliest permit received, the default "prior to:" date is the current date.

Other dates included in the results:
Effective Date - the date when a permit granted under the streamlined Notification system becomes effective.

Issue Date - the date when a permit granted under the full permitting process is issued.

Begin Release - the date specified in a field test permit indicating when the actual field test may begin.

End Release - the date specified in a field test permit indicating when the actual field test must end.


Special Data Requests

Because of the complexity of this database, some large or overly-complex searches may be difficult, if not impossible, to perform. However, as part of ISB's service, we will perform large or special searches for you and send you the resulting data set in Excel or Access format. Before taking the time to submit your request, please take a moment to read about the Limitations of the database. Please send your request to Doug King, isb@vt.edu.

I can query and report information from almost any combination of the following fields:

  • APHIS Number - Unique identifier for each permit/notification
  • Institution - The institution applying for field testing
  • Regulated Article - the host crop or organism being tested
  • Gene - The gene(s) being tested
  • Phenotype/Phenotype Category - APHIS's phenotype information for the crop or organism
  • Location - State in which the field test is located
  • Status - Issued/Acknowledged, Pending, Denied, Withdrawn, Voided, etc.
  • Dates - Date issued/effective or date received by APHIS
  • Acreage - acreage of the field test
  • CBI - If the field test record contains Confidential Business Information
I can perform counts, sums, averages and other calculations on almost all of these fields. Please try to be fairly specific in your search requirements and what information and fields you would like to receive back, as well as the format in which you would like to receive the dataset (Access or Excel).
